Master-Planned Development

Our cornerstone development principle and objective is to avert the harmful and irreversible environmental degradation and pollution that conventional golf course resorts typically inflict on nature and the surrounding communities.  Environmental sustainability is among the highest priorities to our development company because while new economic developments, when done properly, carefully, and thoughtfully, are helpful and empowering to the People of our region, a clean and healthful natural environment is an absolutely essential foundation of their very livelihood and future. 

We have thus made the decision from the outset, taking in consideration the scale of the Project and the pure and unpolluted natural environment of our Project Site, to place greater emphasis on the flawless quality of planning and resolute commitment to sustainability rather than on short-term profitability or speed of development. 

The Vanua Levu Integrated Golf Resort Project is a long-term integrated golf and wellness resort development project which will strategically manage and oversee the detailed planning, design, and efficient construction operations of the Royal Fijiana Golf & Health Resort.  The comprehensive Master Plan will form the basis for the multi-staged development and expansion of the major project over the next decade.  It will not be a static and rigid plan, but an organic, growing, and steadily evolving plan that is consistently and diligently improved and fine-tuned for optimal development efficiency and sustainability, as well as for the synergistic integration and synthesis of the visions, insights, and specialty expertise of our growing team of international project investment partners and large-scale strategic development partners.

The Project's carefully selected members of the Core Planning Team,  comprising an award-winning interdisciplinary A-Team of prominent US-based resort master planners, architects, landscape architects, golf course architects, civil and structural engineers, organic agronomists,  CPAs, CFAs, and numerous other renowned specialist consultants, is responsible for designing, formulating, refining, and meticulously perfecting the long-term Development Master Plan for the Project. 

Based on an earlier version of the original Master Plan, we are making preparations to carry out a comprehensive update of the land-use design- which further expands and harmoniously incorporates new world-class 5-Star facilities for holistic health & medical tourism, as well as an expanded private airstrip, parking hangars, and light maintenance facilities for private jets, for the owners of the large Royal Fijiana Estates with personal golf courses, into our Master Plan.  The Core Planning Team for the new version of the Master Plan is expected to include the key members of the brilliant and superbly talented original team, as well as some new members with specialty insights into our key markets. 

The central objective of our golf course planning is to establish one of the most environmentally sustainable, well-designed, and healthful golf courses, true 5-Star golf resort facilities, and ultra-luxury organic golf fairway residences in the world through careful planning in every phase of development and operation.  The site, which benefits from a marvelous sunny climate, gentle undulating terrain, ample water resources, beautiful environment, strong draining power of soil, proximity to sea and a backdrop of mountain ranges, has tremendous potential for world-class golf development.

It is our vision that the Project’s Royal Fijiana Golf & Health Resort would emerge as one of the most spectacular, beautiful, and environmentally sustainable organic golf, health, and wellness resort lifestyle residential communities in the world.  The Vanua Levu Integrated Golf Resort Project is being designed to maximise the environmental sustainability of all aspects of resort facilities and operations to become an exemplary prototype of a truly responsible and caring green development which inspires the subsequent tourism projects throughout the Pacific basin to also place environmental, economic, and social sustainability among their highest priorities and most central principles.

Raising the Sustainability Benchmark

ENERGY

Target: Reduce net fossil energy usage by 90% compared to industry average  

  • Minimisation of energy demand: Employment of proven energy-efficient technology and the most advanced and innovative passive architectural design  

  • In addition to next-generation solar PV, appropriate application of biomass and biogas CHP+C trigeneration energy (gas CHP as back-up) and wind turbines (both vertical and horizontal axisturbines) 

  • Establishment of a subsidiary Energy and Waste Services Company (EWSCo) to focus exclusively on the development and provision of the core utility services

WATER

Target: Sustainably collect, use, treat and recycle water resources  

  • Treatment of waste water on site and management of rainwater for reuse where appropriate  

  • Minimisation of mains water use through use of water-efficient appliances and fittings  

  • Organic management of parks, golf courses, orchards, plantations, and resort gardens to safeguard water purity  

  • Integration of water flow contours into the masterplan for flood prevention and waste water treatment and recycling

  • Conversion of sewage into energy using anaerobic digester and biogas-fired CHP

  • Treatment of greywater through the proven and reliable Living Machine technology, using gravel bed hydroponics, reed beds and maturation pond

TRANSPORTATION

Target: Reduce fossil fuel miles through the reduction of the need to travel and the promotion of the use of alternative modes of movement within the Royal Fijiana Resort area

Target: Reduce waste to landfill by 70% compared to industry average  

  • Development of strategy for bringing construction waste to absolute minimum  

  • Minimisation of operational waste, facilitating easy and convenient recycling  

  • Conversion of organic waste into energy via anaerobic digester and biogas-fired CHP+C; Use of digestate by-product for on site landscaping maintenance program

  • Separation and recycling of dry waste source where possible  

  • Treatment and/or composting of green waste from organic golf turf and organically landscaped parks via anaerobic digester

CONSTRUCTION MATERIAL

Target: Reduce environmental and health impact of construction materials

  • Selection of materials for construction of buildings and infrastructure to give high performance in use with minimised impact in manufacture and delivery

  • Leveraging of the benefits of off-site construction to make efficient use of materials and to reduce waste  

  • Use of modern construction techniques to reduce the wasteful inefficiencies, enable proliferation of trades, promote multi-skilling and increase on-site productivity

  • Maximisation of thermal properties and buildability through bio-climatic architecture and a hybrid of heavy and lightweight construction in line with energy strategy

  • Integration of infrastructure and buildings to provide holistic best practice solutions

  • Use of local, reclaimed, recycled, and recyclable materials whenever possible  

  • Heavy usage of high-quality timber grown and processed in Vanua Levu  

  • Strict and specific specification for low-toxicity materials, and usage of only water-based paints or those containing low volatile organic compounds

CULTURE & HERITAGE

Target: Develop with a spirit of celebration for the history, culture, and heritage of the people of the region, establishing a resort community of respect and care  

  • Development of a Cultural Heritage Plan with associated indicators in collaboration with local stakeholders as part of detailed development submission that will respect, preserve, and promote the cultural heritage of the region  

  • Research into the history of the region, old maps, broad consultation with the Indigenous People of the surrounding areas to whom stories of past generations have been passed down  

  • Respect for the archaeological significance and cultural heritage value of the site with the overarching objective being in-situ preservation and protection of any archaeological resource and enhancement of features of cultural heritage interest

FOOD

Target: Provide the most nutritious, delectable, and sumptuous organic food lifestyle while reducing the environmental impact of food consumption

  • Development of a Local Food Plan and associated indicators  

  • Maximisation of opportunities for growing premium organic food on-site

  • Provision of caring technical support and premium-price fair-trade contracts to regional farmers and local indigenous communities to grow and supply organic produce and landscape plants for the resort

  • Development of local organic food box schemes, and opportunities to purchase fresh seafood and local and seasonal food in cafes, shops, and farmers markets

  • Creation of edifying and enjoyable organic gardening and edible landscaping instruction programs for resort residents  

  • Proactive reduction of internationally-sourced food imports


 

Powerful Tax Advantages

Vanua Levu has been officially declared a Tax-Free Region by the Government of Fiji, greatly increasing the achievable investment returns for all equity holders, joint key investors, and Project component joint development partners.  

Moreover, Vanua Levu Integrated Golf Resort Project, the largest Freehold-based golf resort project in Fiji, enjoys unparalleled additional complementary tax incentives and advantages that further boost the ROI for our key long-term Project Partners and Clients.

 

TAX FREE REGION INCENTIVES*

A newly incorporated entity engaged in a new business established in Vanua Levu will qualify for the Tax Free Region Incentives if it meets the following criteria for grant of license:

Criteria for Grant of License

• The company is a newly incorporated entity engaged in a new business.

• The minimum initial level of investment should be $250,000.

Tax Exemptions Available

The income of any new activity approved and established between 1 January 2009 to 31 December 2028 for Vanua Levu shall be exempt from tax as follows:

• capital investment from $250,000 to $1,000,000, for a period of 5 consecutive fiscal years; or

• capital investment from $1,000,000 to $2,000,000, for a period of 7 consecutive fiscal years; or

• capital investment above $2,000,000 for a period of 13 consecutive fiscal years.

Duty Exemption

Import duty exemption on the importation of raw materials, machinery and equipment (including parts and materials) insofar as they are required for the establishment of the business in the Tax Free Region.

Other Benefits under the Tax Free Region

• Additional 5 years of income tax exemption is available to any company granted a license and having indigenous Fijian landowner equity of at least 25 percent.

• Additional 7 years of income tax exemption is available to any hotel developer granted a license and having indigenous Fijian landowner equity of at least 25 percent.
